After wait of 7 months my mothers TRV issued. 2 years multiple.

Good people (MP) are out there. MY area MP Darshan Kang did not even bother to respond to my requests.

I so hope they dont change their mind by the time they get the passport :)..... they did say in email application is approved.

And If CHC emials that application has been approved and submit passport, does it mean Visa approved?

That delay is nothing... my mother's application was submitted in September 2015, and CHC ISB says it is in process and under review. I dont understand what is the rocket science which is taking too long. I also reached out to local MP (Punjabi) but he did not bother even to respond, however...

Not sure about other provinces but in Alberta, it would not cost you more than $3000 if you go to hospital emenrgency at the time. This info is based on case with very close friend in Calgary.

It is on VO discretion, they may very well ask for medicals for TRV too.
