It says on the site that you have 6 weeks to file for EOR but personally i think if you are sure about filing it you should not delay it cz it take 20-25 days to get the results then another 10-12 days for a new TRF.

I think they do cz 6.5 is a very common score in writing regardless how you’ve scored in other modules.

ielts mentor is a site that has solid material but for upgrading your writing skills u need to take one on one classes with someone who knows how to write and has good knowledge about grammar and essays so that they can help you out better. Check out your local IELTS trainers

Also in IDP they don’t decrease the band it either increases or remains the same

I think IDP is better but if they are giving you 6.5 all the time then there must be some problem with your writing. I think the best thing for u would be to consult an expert IELTS teacher and improve your writing and give it through IDP next time. all the best.
