Generally Visas in old passport are valid. But you can get new passport from Indian Embassy in Canada after landing.

Hi there is no relation, I submitted FBI PCC on 14 Nov 14, received PPR on 9 mar 15. however some of my friends submitted FBI pcc on Jan and got ppr on Feb. so really you cannot think of anything. just stay relax, it will come.

It is quite normal to get medical before PCC. Generally (for NDVO) the medical and PCC request comes together, they should have asked the FBI PCC by now
