    I am looking at mine now and written in the background, diagonally across the COPR, it says "Not Valid For Travel". If showing COPR is really possible at the land border then it opens up a choice for us all because flights to the US and A are generally cheaper than Du Canada.

    Most likely that your non-CA nationality might have a visa free agreement with Du Canada otherwise you do need a valid CA.gov document such as a CA passport/pr card/travel doc/visa to enter

    From the conversation below with an IRCC officer, it looks like they can, given genuine circumstances that you may be in, however do expect longer times for getting your certificate and passport overseas.

    You need either a visa or PR card or travel doc or CA passport to be able to get back to Canada from where ever you are.
