For my in-laws, the status changed to Decision Made on the same day they received the PPR email. In my case, Decision Made appeared a day after receiving PPR email.

Yes, such a relief... the first one (in-laws) the passports were mailed back in about a week (Ankara office). The second one (my parents), we are sending the passports to Ottawa today. Is landing within Canada still active? Does it still take longer time than flagpoling?

Ottawa. It doesn't matter though. As long as you send your request email before the deadline they cannot say no. But may take them a few months to respond. In my case it took the CIC-Ottawa office 2-3 weeks to respond.
