Hi, the link I provided is official IRCC web link, I think you can act according their rules if you want to change DLI. What would be the result if you change I can't tell you. If the counselor has many cases of rejection after changing, then maybe its a risk.
I have submitted web forms and sent emails several times. three times I get a general answer that they are reviewing my application and cannot tell me when there will be a decision, I was advised to check my account from time to time so as not to miss their request.
What to do if the study permit is not received on time? I need to reapply for the same course for fall 2023 intake, but what about the ongoing study permit processing? If the permit is approved, can I enter Canada for my classes in 2023 under an existing POE and then extend my visa with my new LOA?
I don't agree that medical examination after the applying is somehow helping to expedite processing. I know people waiting to pass medicals almost 1-2 months as they were not requested and also it was not upfront exam.

VV for kids while parents have SP or OWP is not reason for refusal. Many provinces don't require SP for minors, e.g. Atlantic provinces.
