Did you get an answer yet? After getting married after AOR and adding spouse using webform, you will have to submit their pcc and medical along with other docs. No score recalculation, no spouse IELTS and ECA.

About Point 2, no need for spouse IELTS ECA if you are getting married and raising webform after AOR. I have similar plans too. Not sure about pcc as you are on h1b
