Hi, I also had problems linking my OWP. But tonight i was able to link it on the GCKey using my UCI number and family name. The only thing i did differently this time when filling out the details was using all caps for my family name. Hope this helps/works for you too.

They only send AOR for PR App. I received my AOR June 20. They returned my OWP application July 5 because of missing fees.

Please let me know if you get it without needing the biometrics. I think it’s too complicated sending biometrics to Ottawa and then Dubai. :/
