So back to my question... Does anybody know what are the LAWS and REGULATIONS that govern border agents in what they can and can not do, specifically with regards to seizing or temporarily withholding a passport?

My query is questioning which laws/regulations give them the power to withhold my passport from (what are the specific criteria, according to the law, that a border agent must meet in order to say "we are going hold onto this"). I do not see any specific laws or regulations in the Passport...

As a Canadian Citizen with a valid passport returning to Canada by land from the USA, what laws/regulations allow border agent to hold my passport and pass it off to another agent inside the building?
