I agree with you because once you get the visa, you have 1 year from the date of medical check to enter Canada and become a permanent resident. So it doesn't make sense that any VO send MR before finishing background checks, checking work experience .. Etc.

Received MR 2 months ago and still waiting for PVO to get back to me ! ::)
