i called CIC to confirm this and was informed that other documents can be given other than IELTS to prove one's english capacity. but it would still be in the discretion of the officer how many points to give - either the full 16 or less. so to be assured of the full 16 points, IELTS it is =)

AEO= arranged employment opinion. I for one am glad that i would fall under this new policy. i would hope to be processed and approved before my work permit expires next year =) wishing all applicants the best of luck and dreams fulfilled!
