Here is my theory on why I think that the last update includes applicants till at least the end of November (plus or minus a few days). As of the start of November, the CIC applications that were accepted was showing as only 105 since May. Let's say CIC hadn't yet counted the applications...

I don't know about Fedex but I know that UPS express can deliver it by 30th if you ship it Monday 22nd Dec.

Let's keep up hope for people like myself that just submitted this week. Very nerve racking but let's not give up yet. I know it looks very close but one just has to think positively.
