How long does it take to receive a letter from the foreign ministry??

Thanks for the help Mr Munakib, but my husband got a hold of a courier company. We chose the 'registered mail' option to receive back our passport from Singapore rather than relying on a courier company. How reliable is the registered mail option?

He did not submit his passport yet. He went to CHC to do that but could not. He will need to mail the passport as soon as possible to Singapore.
