In my cause it is a temporary resident visa (TRV). My husband and I want to go to canada for our child's wedding. We had applied for a refugee status back in 1996 and it was denied 1998 and we left the country after the 30 day notice so as a result we need an ARC!

Yes, it IS confusing. I had to go through the same thing. You should pay the visa processing fee first. Then when you submit a letter explaining you are applying for ARC as well the CIC will ask you for the ARC fee later! Please keep me posted what you hear as I'm in the same boat.
