I don't think you can flag pole with an expired visa. But not too sure. You can call CIC and ask them if you can flagpole with an expired visa. I've mentioned all the details in my post. There is no additional steps. It's smooth.

When I got my PCCs I called CIC and asked if I need to send the PQCCs to the visa office. CIQC told me visa office will notify me and then IQ need to send texts the reason behind not sending the PCC. IQ will now start all over again.

Are you sure that it's transferred to Ottawa? I was talking to an immigration consultant. He said that Buffalo applications have been transferred to New York – United States. It's currently taking 30 months.
