    I am not sure but not being on cic list lowers the chance to get study permit as well as lowers the chance to get work permit after studies too.

    It depends on the place where ur visa was issued. For example if it was issued in chd and u apply I. Delhi then again it will come to chd for stamping and u will collect it from Delhi
