Just an fyi, my wife's case is same, she is awaiting passport back with visa. Passport and medical was sent same day on 23rd of july... ecas status is still same i.e. in processing.

brother To the best of my knowledge, as soon as you arrive in Canada(pass immigration) you become PR of Canada, After that you can reclaim your entry. i guess you need to submit your copr (confirmation of permanent residence ) paper to respective chc and they should be able to issue some sort...
