I submitted Police clearance since...August 2010. They didnt ask any update or new clearance. So i don't know for sure how it works.

I don't think they need to know about you're renewing study/work permit. What you have to do is do whatever allow you stay in Canada till you get PR. You have to notify Consulate when you change address, marriage status ..etc. Sorry, im not sure if this help

In Canada , mailing by commercial courier is faster (i mailed by UPS). You'll celebrate in 2-3 weeks! Ps. you don't have to drive to the border to get your visa active. Just phone and book an appointment to the local immigration office.
