You sent docs in 5 days it means, Once you sent your application to Sydney Office(waiting for appoval from their),in mean time you started/ applied for PCC and collected other docs for local visa office, so that you sent docs to visa office on time or before.....Correct me:)

Would suggest you to check CIC websit very carefully. It has all information and in this way, you can save you time and effort.... This is my personal suggestion..P:)

Dear Ankit, CIC goes with their rules and if they want to submit IELTS result means candidate has to submit. Don't go with long discussion with CIC officers. This is my personal suggestion.
