There is a gap of 3-4 years between my application and the interview process. Because my age has changed there will be a change in the points I get. Will the points be counted as on the date of application or on the date of interview?

Ive received the same letter. My brother who applied a few months before me did not get the letter. Not sure why everyone does not get the letter.
