Hey B, I applied online and got this passport request yesterday. And it seems I have to go trough the Visa Application Center(VAC) in NY, which has re-opened, for an extra fee of $34.10. I saw you mentioned that one could sent passport directly to Canadian Consulate in NY with no fees. I wonder...
