I did send them a self declaration explaining why I don't feel I need to take the IELTS...but apparently they didn't think I was convincing enough, or as smallduck mentioned, they may not be accepting that for applicants whose native language is not English.

Thanks rjessome... She did send it via Fedex and it shows that it was received by the Buffalo Consulate. The 120 day deadline has passed and she hasn't heard anything so I guess it is ok to assume that they will not close the file and will continue to process the application.
