Yes you have to notarize the document in the place where was issued, in your case Ecuador, the only thing you can do in other place is the tralastion, by an authorized traslator.

Hey Dralon, today I checked out, the ecas, and finally it's working for me, it says decision made, and also that they send me the letter on april 22th, so now I have to wait, if was approved or not. You should try to see your file on ecas, maybe is working for you now.
