Agree. I have heard of cases where students have to defer their admission offers to the next semester due to laziness of CIC or the embassies. I guess, the Canadian embassies are the slowest in processing study permit applications as compared to US or Europeans.

Degree program is better than diploma program. VOs consider degree programs more worthful. Try to change the diploma to degree in same university or different university. Make a strong SOP and provide an affidavit to the embassy that you will return to home country after finishing your studies...

Rabs84: the processing time starts when the visa office receives your application. For example, if you submit your application on April 01 to VFS, your processing time starts from April 02. Good luck !!
