I have received the PER on April 13, which says that they sent my file to Mexico VO , but there has not been any change in ECAS. Is it normal? Have someone gotten the line which says received by visa office? I just want to know that everything is flowing!! Thanks

Although, it is totally intrascendental for this case I just want to clarify that the right name is dextrocardia, since situs inversus involves more organs (including dextrocardia). But at the end, who cares? ;)
