I mean no need to mention it is common sense if someone is sending his documents then he / she will put in sealed envelope what I mean here it is same meaning like sending university transcripts in sealed envelope or not

but in application for permanent residence form there is space reserved for primary applicant photo as well other family member. In that place no need to paste your photo when u send application to CIO???

I have read thread and according to that if you are from India no need to put anything because we don't have identity card no is it right ?
