I applied for my study permit and my husband's open work permit at the same time. I have received my visa while my husband's visa is still in process. Hope that answers your question.

Yes she needs to write a letter of explanation explaining why does she feel she should be allowed to accompany you to Canada. In the type of visa section choose open work permit. This will allow you to leave the employer section blank.

Yes I paid all fees online. We received biometrics request within a week. I live in UAE. No medical request received. I received passport submission request on 21 May. Still waiting for family applications to be processed.
