With IRCC, you can't ever predict. Disappearing progress bar is a normal trend in recent past.

Don't be worried. 3weeks isn't too long and don't send any webforms for now. Sometimes, they feel distracted by some webforms they deem one-too-many/unnecessary. With COVID still ravaging, all we can do is just stay patient, especially for us who recently submitted.

I don't think that's the issue as I checked inside Canada as well. Had to check that because I felt since I don't know my Visa Office yet and the application is still in its early days, it should still be inside Canada. So how long ago did you raise these webforms?

No need to worry, it will surely come. I'm December 22 AOR, everyone in my group got their BIL either on Friday, January 22 or Monday, January 25 but I'm yet to get. Some of us are actually meant to arrive the party late. We'll still be fine in the end.
