hello..as far as i know..you should have a valid working permit when you enter Canada,it should not be expired even you are waiting for your PR approval.The CIC immigration officer on the airport will ask for your docu..and you need to apply also for the exit/re entry from the Canadian...

you mentioned your friend hasn't recd her OPW yet?..its a big question now..bec i know some caregivers got theirs in 2 to 3 mos only after their submission..they must be a problem. she have to write to CIC and ask what's the matter..its been soooooooooooooo long....frustrating..!!
