We called Hong Kong Police for security clearance before submit the application. They said they won't do it until VO sent us the request! and they said it will take more than a month to get the clearance done, well I guess all the civil servants are acting the same attitude even it's in Hong...

I think the fastest way to get your P.R. done is submitted your application outside of Canada. If you are still studying, you don't need to leave with a good reason. In the other hand, if you are not studying at this moment, I will suggest you go live with your husband, with a spousal or visitor...
