why dont you try to speak with courier guy. generally all provide tracking facility of your documents just check where it is now then call that branch and explain the situation may be it will help you.

I thought u r sister is indian, still you try once with consulate generally it is easy to deal with embassy guys in place of dealing directly with guys in india. there are few sites you can check it http://www.attestation.in/

never do this they will return your photograph back they need original.

in place of wasting time with agents, I recommend your sister should go to consulate where she is living generally they issue pcc for Indian with in week with very nominal charges.
