I have a sibling who's a permanent resident in Montreal/QC, I am trying to immigrate to Vancouver/BC as a FSW through EE. Without my sibling the Come To Canada tool denies my eligibility. Does a sibling in a different province count?
I recently received my IELTS results (S7.5, L6.5, R6.5, W8). If I retake the exam and say I get (S6, L8.5, R8, W7), is it possible to merge both in my EE application to end up with (S7.5, L8.5, R8, W8)?

Because according to it, I do qualify for express entry given the details I provided in my las post. It even gives me a code to use in my online application.
