It is possible if the LMO is not used and is still valid, all LMOs will be valid for 6 month from the issurance date. The employer could consult with HRSDC who issued the LMO to negotiate a change of candidate. Not 100% success, but worth a try.

I am explaning WP with LMO.

Since, Dec.15, 2012, online application for WP will be centralized. Your application will be assigned to whichever visa processing office that has capacityto deal with it.
