Why are you so worried about your application being send to the Bucharest office? From what I've seen, applications with no red flags are processed within 6-7 months.

I would just redo the medical exam and hope for the best! They could have already taken a positive decision in your case, but are just waiting for the new medical exams to send you the visa :)

I don't know, personally, I would have waited to gather more proof and then I would have applied. They might see the new proof as uncertainty in your application and they might also believe that it's a marriage of convenience. However, Romania is part of the EU and you could live in any country...
