Can't you call only in Canada?

We applied Nov 14th and delivered 18th. No information available on E-CAS and can't call the CIC help desk because we are in korea. The embassy here just give me a voice recording. I sent e-mails to CIC and Embassy in Korea but says may get back to us. Any suggestions? Do you usually get an...
