Why were you rejected twice by consulate..what was the reason/issue.. Unless & Until issue is resolved, It does not make sense to apply again..so first try to find out what was an issue/reason for rejection and then try to resolve it and after then apply..

It is advisable to apply online instead of paper application. Visa rejection has nothing to do with online application or paper application. Embassy does consider both of them but online application is fast that is why students opt for this option..
