well she can apply for trv, i mean visitor visa, once she will be der she can apply for open work permit only if u r doing job in some skilled category or jobs in smthing lyk A B or 0 well u might know abt tht categories, otherwise open work permit is allowed to da spouse of full time...

@ Gsaa- sorry bro bt let me correct u, students, closed work permit and visitor visa are all da forms of TRV so except residents and citizens evn one can sponsor his or her family member if he/she is on student or work visa

i thought u sent him all da docs, bt if u send him docs, mite be he will have greater chances for getting visa, bcoz u r living in canada since long and on legal status now der is another problem in dis, ur husband has 2 mention all of his family members details in his application form...
