It is. You're correct. But, the program you choose also matters. I got my Visa for a College that offers Masters :) I don't think I would have got the Visa if I had chosen PG Diploma course. FYI - Univ didn't gave me an admission due to low academic grades! However, my IELTS of 7 bands & Work...
