In my experience no they don't. They use regular and cheaper normal postal service. If this is from EMS then I would say that it's probably not from Immigration Canada but get that package asap just in case it is from them.

Congrats on everyone contining to receive good news. I received some myself!!!! CIC called my representative to confirm that everything is there and that just after christmas we'll receive their decision. It's a very small step but a step none the less that I am glad to hear about.
