There is no problem in getting a Visitor Visa while you have a pending PR application. I have for the FSW in Dec 2004 and I applied for a Visitor Visa 3x already. The only problem i think you'll be having is to convince them them you will be returning to your home country.

TAGGING of luggage would mean put your name into it so would be able to identify it when it comes out of the conveyor/carousel
