Welcome! As understood that visa issuance will be done through LDN, but passport will remain in Pakistan embassy , because embassy is receiving all the information from LDN in advance just after PPR-1, then putting stickers and transforming forms to PR holders.

Dear , I thinks thr would e London as the dress is PHEP LDN, Because the embassy in pakistan is not operational for visa issuance, that's why all visa applications are being treated in LDN.
