Yes you are right because they don't have any benefits from spousal immigration. The only benifit is to the spouses not to the Gov't. So what do they care.

I think these forms are made for all different types of immigrant visa either spousal sponsorship, skilled workers or entrepreneur because sometime the whole family is getting visas together and travelling together so in that case everyone's info has to be jot down including their dependents...
