How decision has been made on your application? This "decision made" status is changed now or it has been there from the beginning? It is an error? Becuase Ecas turn to decision made on two instaces- first when an application is rejected and second medicals received and PR visa stamped.

I advise you to send a case specific inquiry right away. In case sp. inquiry,you can mention your case in brief and remind CHC that you have sent a letter of reconsideration on so and so date. Ask them about outcome of your efforts.
