I got an information letter from IRCC in my gc key account stating that they are processing my application, and get back to me if they need anything. This sounded like the first note anyone would receive after filing their application.

How do I do that? How do I know which concerned office is processing my request?

I passed my medical in the Month of June.

I have tried that already. They said that everything looks good in my file and they don't need anything now. When asked about BIL, they said they have forwarded it to the concerned team, and IRCC call center agent doesn't know why the concerned team has not sent the BIL yet.

Did you submit a webform? What do they have to say for that? I have been submitting webforms since March and all they got to say was that: they have all the information needed, and they have forwarded it to the concerned team.
