May not be fully correct but some things are close, I guess. Especially what was said for the closed ones, specifically 1112 & 2174. But, no one can be sure. If you doubt how accurate this info is, I'd say still apply. You would only be out courier costs (+ a little time) and at the very least...

Did your first application get returned? Because you just got charged, it will take a while for you to get PER and ECAS to update. It normally takes about 6-10 days after charge, so just hang in there. It'll come soon.

This is excellent news. It means your PER will soon arrive. Once ECAS update to In Process, PER is 99% certain.

It helps when it's all in the package, but I don't think it is a major problem. CIC officers know how to use currency conversion sites, I think ;).

Did you check SPAM/JUNK? If still not there, your PER should be on its way early next week. ECAS seems to be updated over the weekend, so you can check again on Monday.
