Most NOIs (well I speak for Ontario )have a period in which you have to respond to their invitation. This is usually 30-45days,it is expected you submit your supporting documents before this period elapsed.however if you dont respond (and you simply wait while hoping the federal draw scores come...

I totally agree with your analysis. I joined the pool Feb with CSR 445 and was confident of getting an ITA based on 2018 data.to my dismay the scores kept rising due to large influx of applicants with your points stated.i simply looked for PNP options in other to improve my scores.
