Thank you @PBB2020 ! I think it depends on the local visa office. My case is the Hong Kong office. Apparently, they are still open or reopened. However, they gave me a pretty wide 90 days window to mail passports compared to the regular 30 days. I believe they will slowly reopen and move things...
Question: PPR gives us a 90 days window to mail my parents' passports, when should I mail the passports at this moment? Should I wait until the situation is more stable, like a few weeks from now?

I am wondering if anyone received a "Bulletin 2" email from the Hong Kong visa office? I also received a "Bulletin 1" email back in Oct 2019, and a pre-arrival letter in Dec 2019.

Copy of Hukou (household register) if you reside in the People’s Republic of China or Taiwan, accompanied by a notarized translation into either English or French. Translation must be part of the notarized booklet.
