It depends, there are some reasons that can delay the process. Did they already request your language results? Have you provided it? Has your application gone over 60 days?

It is for paper-base b/c OINP nomination for Intl student w/ job offer is a non-EE nomination. It is possible to apply for PR, right after OINP nomination using the same portal of EE: https://prson-srpel.apps.cic.gc.ca/en/login

I got my PCC after my nomination, and I don't have medical exams. In fact, I learn about a policy for this year they would exempt applicants for medical exams that are foreigner inland. This is the temporary policy link...

Via portal you submit an online application. For paper based application you will need to send by mail (Post canada) all your forms and documents to the office in Nova Scotia.

AFAIK there was not any draw in November. However, there are a few streams regarding OINP Employer, e.g.: Foreigner Worker, Tech Draw, Skilled trades. I assume one of these streams will have a draw next month.

I noticed they waited the full 10 days length for change from assessment to DIP. And another 10 days for the final decision (congrats for your nomination by the way). Maybe it is pattern. I assume I will have a final decision on 20 days or so.

She needs to open a profile for EOI (Express of Interest) following this instructions here: https://www.ontario.ca/page/oinp-employer-job-offer-international-student-stream Once she has an active profile, she will have to wait for a draw to receive an NOI and apply for nomination after that.
