    Hi, http://www.cic.gc.ca/english/pdf/kits/forms/IMM5610E.pdf (Point 14) as per IMM5610 doc,Please note that PCC is not mandatory doc while submitting PR application. you can submit PR application with PCC and later stage you can submit your PCC (i.e after getting AOR or at the time of VO request )
