I think when they open the file and everything is in order then you get 1- passed.if clearly failed they use 5- failed. When it is doubtful and VO passes you with his discretion then 2- discretion passed. And if on discretion failed they use 6- discretion failed.If there is need for further...

I think it means you have passed the selection decision and your file can go to the next process of MEDDEC ( medical decision )followed by security decision and finally the final decision( FINDEC)
